Introduction to Southwest University of Political Science and Law

Southwest University of Political Science and Law (西南政法大学, website) is the earliest established higher political and legal institution in New China. After the reform and opening up, the country’s first batch of key universities and the country’s first batch of outstanding legal talents training bases. The Ministry of Education and the Chongqing Municipal People’s Government jointly established universities for overseas students The Chinese government scholarship entrusts the training of colleges and universities, and the second phase of the Midwest Colleges’ Basic Ability Enhancement Plan was selected for colleges and universities.

The Southwest University of Political Science and Law was formerly the Southwest People’s Revolutionary University, founded in 1950 and headed by Liu Bo. In 1953, the Southwest University of Political Science and Law was founded on the basis of the Department of Political Science and Law of the Southwest People’s Revolutionary University. The first dean was General Zhou Baozhong, a national hero of the Anti-Japanese National Army and former commander of the Second Army of the Northeast Anti-Japanese Coalition. In 1978, it was approved by the State Council as a national key university; in 1993, it was approved by the Degree Committee of the State Council as a doctoral authority; in 1995, it was renamed as Southwest University of Political Science and Law after being approved by the former State Education Commission. In 2003, it was approved by the Degree Committee of the State Council as the first batch of authorized units of doctoral degree in law in China. In 2004, it was approved by the Ministry of Personnel to set up a mobile station for post-doctoral scientific research. In March 2012, it was approved by the Ministry of Education as a pilot university for autonomous admissions; in August of the same year, it was approved by the Political and Legal Committee of the Central Committee of the Communist Party of China and the Ministry of Education to become the first batch of education bases for outstanding legal talents; in October of the same year, it became the Ministry of Education and the Chongqing Municipal People’s Government Building colleges together. In 2016, he was selected as a national “Midwestern University Basic Capability Construction Engineering” institution; in 2017, he was selected as a Chongqing first-class discipline construction university.

Southwest University of Political Science and Law currently has Shapingba Campus, Yubei Campus and Baosheng Lake Campus, covering a total area of more than 3000 acres. Among them, the Yubei Campus is the center for undergraduate and graduate education, and the Shapingba Campus is the base for continuing education and cadre training.

The University currently has a School of Civil and Commercial Law (School of Intellectual Property), School of Economic Law (School of Ecological Law), School of Law, School of Administrative Law (School of Supervision), School of International Law, School of Criminal Investigation (National Academy of Security), School of Business ( College of Supervision and Auditing), School of Economics, School of Foreign Languages, School of Journalism and Communication, School of Politics and Public Administration, School of Marxism, School of Artificial Intelligence Law (School of Applied Law, China Institute of Arbitration), and separately set up the School of International Education , Coordinating and managing the work of foreign students in China and Sino-foreign cooperative education projects; setting up the School of Innovation and Entrepreneurship, coordinating and managing the entire school’s innovation and entrepreneurship education work; and setting up the School of Continuing Education (Training College), coordinating the entire school of adult education and cadre training. The school has the qualifications for enrollment, high-level athletes, Tibetan classes in the Mainland, Xinjiang classes in the Mainland, Hong Kong, Macao and Taiwan overseas Chinese joint enrollment, Hong Kong exemption students, Macao enrollment and self-enrollment.

Southwest University of Political Science and Law currently has more than 23,000 students. The “Tianlun Cup” National Political and Law School Debate Friendship Tournament held by the school is a high-impact debate event in domestic universities; student debate teams have won the 2nd National “CICC Cup” International Commercial Arbitration Simulation Debate Championship and the 8th Champion of Chinese University Students’ Debate Competition, “Creation of Youth-2010 World University Debate Competition between the Four Sides of the Taiwan Straits”, and the second and third National College Student Simulated Trial Competition. The Student Entrepreneurship Team has successively won the Silver and Gold Awards of Chongqing Internet + College Student Innovation and Entrepreneurship Competition. The choir of the school art troupe has won many awards including the first prize of the 3rd National College Student Art Show, the silver medal of the World Choir Competition, and the ninth Chinese Music Golden Bell Award. Students have repeatedly made great achievements in national competitions such as volleyball, track and field, basketball, martial arts, sports dance, and aerobics.

The university currently has more than 2,000 faculty members. Southwest University of Political Science and Law currently has doctoral degree authorizations for first-level disciplines such as law, journalism and communication, 16 doctoral degree authorizations for second-level disciplines, 8 masters degree authorization for first-level disciplines, and 38 masters degree for second-level disciplines Authorization points and 8 master degree authorization points are equipped with mobile stations for post-doctoral research in law. The disciplines of economic law and litigation law are national key disciplines, and there are 9 provincial and ministerial key disciplines. There are 25 undergraduate majors, including 4 national-level specialty construction sites, 13 Chongqing “Three Special Action Plans” characteristic professional construction projects, and 6 Chongqing “Three Special Action Plans” characteristic discipline professional group construction projects.

In the past 70 years, the university has trained nearly 300,000 talents at all levels for the country, making it the country’s most-trained university specialized in rule of law. There are 53 western political graduates who have been or are currently the chief, first or second judges and prosecutors of the country. Among the main leaders of the new national institutions, the number of graduates from the Western Government is second only to Peking University and Renmin University of China. At present, there are 5 alumni serving as members of the 19th CPC Central Committee, 3 alumni serving as members of the 19th CPC Central Commission for Discipline Inspection, and more than 60 alumni serving in provincial and ministerial leadership positions. In Peking University, Tsinghua University, Fudan University, Renmin University of China, Wuhan University, Hong Kong University, University of Macau and other nationally renowned universities and law schools, there are Western political graduates engaged in teaching and research work, many deans of law schools in domestic famous universities All are Western graduates. In the seven sessions organized by the Chinese Law Society, a total of 70 “National Top Ten Young Jurists” were selected, and 18 Western political alumni were selected, accounting for 26%.

In the fourth round of discipline evaluation of the Ministry of Education, the first-level disciplines of law and four universities, including Peking University and Tsinghua University, were shortlisted for A-level disciplines. It is the only A-level discipline in Chongqing. Ranked first; public management and philosophy ranked second in Chongqing. Nine disciplines including law, journalism and communication, applied economics, political science, public management, philosophy, Marxist theory, public security, and business management were selected as key disciplines of Chongqing’s “Thirteenth Five-Year Plan”, and law was recognized as a first-class discipline in Chongqing . Newly-authorized doctoral degree points for first-level disciplines in journalism and communication have been achieved, which not only achieved zero breakthroughs in doctoral degree authorizations for disciplines other than law at Southwest University of Political Science and Law, but also achieved zero breakthroughs in doctoral degrees in Chongqing ’s journalism and communication disciplines, and also achieved a national law university Breakthrough in Doctoral Journalism. Following the national strategic deployment, the school has set up artificial intelligence law schools, audit and supervision schools, ecological law schools, supervision law schools, and national security colleges to actively cultivate new discipline growth points.

Southwest University of Political Science and Law innovates the talent training model, revises the talent training plan, fully promotes the construction of undergraduate majors, teaching management, and establishes 3 Chongqing specialty specialty groups. The comprehensive reform of postgraduate education was further promoted. The graduate education in the first-level discipline of law and the postgraduate education in master of law ranked second in the ranking of China’s graduate education by discipline. The employment rate of students has steadily increased. At the end of 2017, the employment rate was 92.55%.

In the past two years, the university has obtained a total of 297 vertical scientific research projects at the provincial or ministerial level or above. Among them, 4 national-level major projects were achieved in 2017, achieving historic breakthroughs and ranking first in Chongqing universities. The National Social Science Fund has 61 projects, ranking first in Chongqing, and 31 national social science funds in law, ranking the forefront of similar universities. Local Legislative Research Institute and Collaborative Innovation Center for Intellectual Property Protection became Chongqing 2011 Collaborative Innovation Center. The National Drug Governance Research Center was co-established with the Supreme People’s Court. The Institute of Artificial Intelligence Law was established. Southwest University of Political Science and Law and Coventry University in the UK and Case Western Reserve University in the United States have successfully approved Chinese-foreign cooperative education programs. Signed and renewed 135 exchange agreements with well-known overseas universities, and established 11 overseas internship training bases. The number of national public programs of the school ranked first in Chongqing, and the number of outstanding students ranked among the top universities in Chongqing. Separately set up the International Education Institute to increase foreign cooperation in running schools. Relying on the China-ASEAN Legal Research Center, it has actively carried out the construction of legal think tanks in countries along the “Belt and Road”. The center was selected as the “National and Regional Research Center” by the Ministry of Education in 2017.
