Program Introduction
The Excellent Young Scientists Fund Program (Overseas) aims to attract and encourage outstanding young scholars (including non-Chinese foreign talents) who have achieved notable accomplishments in natural sciences, engineering, and related fields to return to China and perform their talents. Scholars are encouraged to independently choose their own research directions and conduct innovative studies, fostering a rapid development in scientific and technological youth talents. The program seeks to cultivate a great number of promising academic commander capable of making contributions at the forefront of global science and technology, thereby contributing to the construction of a technologically strong nation.
Application Criteria
The following criteria are referenced from the “Guide for the National Natural Science Foundation Excellent Young Scientists Fund Program (Overseas) 2023”. The final version should be based on the 2024 guide.
1. Applicants for the Excellent Young Scientists Fund Program (Overseas) should meet the following criteria:
A. Comply with the laws and regulations of the People’s Republic of China, possess good scientific ethics, and conscientiously embody the spirit of scientists in the new era.
B. Born on or after January 1st, 1984.
C. Hold a doctoral degree.
D. The main research focus shall cover natural sciences, engineering, and related fields.
E. After obtaining a doctoral degree, the applicant is generally expected to have held a formal teaching or research position at an overseas university, research institution, or corporate R&D institution, with a continuous work experience of at least 36 months. For those who have obtained a doctoral degree overseas with outstanding achievements, the work experience requirement may be appropriately relaxed.
F. Have acquired research or technical achievements recognized by peers, and possess the potential to become an academic leader or outstanding talent in the field.
G. Applicants who have not yet returned to work in China full-time or who returned to work in China on or after January 1, 2023, must resign from their overseas positions or have no employment overseas upon receiving the funding notification. They are required to work full-time in China for a minimum of 3 years.
2. Restrictive Requirements
Adhere to the requirements of central authorities regarding the coordinated integration of national science and technology talent plans. Individuals at the same level of the national science and technology talent plan can only undertake one project and are not allowed to apply for projects at a lower level.
Supporting Conditions
1. Appointment Position: Senior position is offered on the public institution system of contractual employment.
2. Compensation Package: An annual pre-tax income of approximately 690,000 RMB (excluding around 80,000 RMB in insurance contributions from the institution), with additional research performance bonuses (indirect expenses from vertically funded research projects allocated for performance expenditures).
3. Research Funding: 2-6 million RMB (on the basis of national funding, the university provides a 1:1 matching fund support).
4. Settlement Allowance: 2 million RMB (including subsidies from both national and Tianjin authorities).
5. Team Support: During the initial contract period, one Ph.D. quota and three master’s quotas are provided annually, with the support of the university to recruit one assistant.
6. Children’s Education: The university has high-quality affiliated kindergartens, primary school, and secondary school.
7. Housing and Healthcare: The university would provide a certain number of transitional housing units for incoming talents at both the Peiyangyuan campus and Weijin Road campus. These campuses are well-equipped with surrounding facilities, with direct subway access at Peiyangyuan campus. Additionally, there are Tianjin’s directly affiliated hospitals and medical centers nearby, including Tianjin University TEDA Hospital, Taida International Cardiovascular Disease Hospital, Jinnan Hospital, Xincheng Hospital, Aier Eye Hospital, Tianjin Hospital, Haihe Hospital, Children’s Hospital, Chest Hospital, etc., dedicated to providing convenient living conditions for faculty.
8. Application Support: The university and its secondary units will provide “one-on-one” academic mentorship and full-team support throughout the application process, ensuring a worry-free application experience.
9. Rich Educational Resources in Tianjin: Tianjin boasts abundant high-quality educational resources and is one of the four cities in China with independently designed college entrance exams. The acceptance rates for junior high school to high school, undergraduate admissions, and admissions to 985 universities are leading among provinces nationwide, earning the reputation as one of the “easiest places” for pursuing higher education.

In October 2019, a major construction was officially initiated on a large-scale seismic engineering simulation research facility for a National Major Scientific and Technological Infrastructure.
